My parents-in-law, the Hilders, had a beach hut on Rottingdean sea-front for many, many years. It was a place for the family to gather, whatever the weather, to enjoy each others' company, laze about talking to our ‘neighbours', crowd the promenade with push-chairs, trikes, bikes, buckets and spades, sun-loungers, footballs and cricket bats. I have very fond memories of those days; my children recall the hours spent looking for shrimps and crabs with Nana, and then cooking them on the stove for tea; or simply climbing over the rocks on the beach searching the rock pools for shells, pretty stones, or other sea creatures. These activities lasted for hours and there were never any cries of ‘I'm boooored!'. There were plenty of passers-by, making their way on the undercliff walk to and from Saltdean and someone who would always stop and talk to our group at the beach-hut, peering inside to see what clutter there was - it looked like a garden shed I suppose, with deck-chairs piled up, a curtain on a rail at the back of the hut where you could get changed into your ‘cossie' and back again when your hands and feet were all frizzly and you were freezing cold. There were multi-coloured cups and saucers (because we drank endless cups of tea) and of course the array of shrimping nets, arm-bands, swimming rings and an assortment of ‘lost' property. And today's announcement from the ONS confirming the UK's longest and deepest recession has finally come to an end comes as a relief to many.But where does this leave us with the issue of housing, and especially the current planning policy framework for affordable housing?Some Councils are seeking unrealistic targets for affordable housing given the current market downturn. By default the majority of planning applications now need to be supported with a viability appraisal, meaning that land values and developer profit are being determined and, in some cases, capped by local government.
